Yeah, I think it's pretty much because she was the last main Batgirl writer.
I really wouldn't have a problem with a Babs & Jason pairing if it was written well.
Then again, when I first regularly started buying/reading the Bat-books, Barbara was a Congresswoman who had been dating Jason Bard. Dick was way younger than Barbara, so they weren't dating each other.
That's the 1970s, right? Dick was still a teenager and Babs was in her 20s. They didn't start dating until much later, when Dick was Nightwing - and now an adult - and Babs was Oracle. New 52 de-aged Babs to be the same age as Dick.

I don't think it's been said she's no longer Batgirl PERIOD.

They had previously had Barbara having some glitches with her implant during her solo series. This just seemed to clarify that she is not going into action as Batgirl as frequently any longer, but will do so when she's needed in that role. And I'm assuming that sometime in the future, a writer can decide to change things back to her spending more time as Batgirl / less time as Oracle (though I have no idea when that might possibly happen).
