Neither is Darkseid outside similar cartoons.
People are arbitrarily picking what "Ionic" means anyway. Most non comic fans know Catwoman or even freakin Penguin and would pick them as iconic villains over Darkseid.
(not that I think for a sec. Cap Cold or Penguin would belong there)
Anyway, within the comics Yeah Darkseid makes his own Rushmore. Then Vandal Savage takes up his chisel and knocks out Joker. ...then Ares knocks out Lex and Sinestro. Then Ra's reduces it all to ruble and declares the site back to the Lakota.

In her current comic, Catwoman is still a villain and is better known than Sinestro, Darkseid, etc. Look at the various Catwoman cosplay. Everyone attempts to be her at some stage of life. She's easily number 3.
Zod makes it over Darkseid due to the popularity of the two movies. I'm not certain how many non-comic book readers would know Darkseid.
Five is between Darkseid, Riddler, Harley Quinn (and she's jumping up the ranks fast), Sinestro, Doomsday and Cheetah. I wouldn't be surprised if the Anti-Monitor makes a comeback by this time next year. He's the villain that all of the rest of the hero and villains gang up against. If COIE wasn't so long ago, he would be fourth.

My problem with Sinestro is he hadn't been a big bad for about 30 years before he was killed by Hal, and now that he's back he's spent half his time as an anti-hero Namor type. If another "Crisis" were to occur I'd fully expect him to be working with the good guys to fix the problem (making snide remarks as he did it about how superior he was, but helping nonetheless). Of course you could probably say the same of Luthor.

Nobody was really a big bad before Darkseid and Mordru.
In the silver age, all villains were equally silly "King Tut" types with different themes. Guys like the Joker, Luthor or Catwoman were revamped to fit the modern tone in the 70s and 80s. It took a while longer for Sinestro and Captain Cold and it was poorly done with guys like the Penguin or specially Killer Moth.
Well Darkseid was in the most recent JLU and Superman cartoons. He was a bad guy for one season of smallville but mostly for comics is true.

Luthor, Brainiac, Zod, and Bizarro
To be Iconic you need to be a bad guy who is an enemy of everyone not just you main opponent.
Joker, Luthor, and Darkseid fit that. I am not sure how many more do. Maybe Vandal Savage, Wilson Slade and Solomon Grundy.
Slade has been in other media and Grundy was even in a song with Superman.
