Guardian (Jim Harper), was just a regular beat cop, trying do do more than the law would allow; who put on a costume with a shield pretty much a self aggrandizing giant police badge.
Wasn't even made of a special metal, and he certainly had no super-serum or powers, no gadgets, no bat-themed tech, no trick arrows, no billionaire funding, no hi tech vehicles, lair etc. .... nothing.
And his sidekicks were a bunch of annoying street kids. LOL!

Yeah he was later cloned (not normal), but was he even upgraded with enhanced genetics, or anything? I think it was just him all over again.
And the annoying children of the originals LOL!
He did get a cooler helmet.


More than his super-serum enhanced counterpart, or these insanely rich with endless resources for themselves and their wards supposed "normals".
He never got billionaire funding or endless resources, was never adopted by a billionaire. LOL!

In the end he's still just a cop swapped one day uniform for another, and even swapped his gun for just a symbolic shield.

Though there are people who have always viewed Green Arrow and Speedy as "Batman & Robin"-clones, especially based on their pre-1970s stories.
