In the comics sure. But that doesn't really mean much in the context of the films. The Dark Elves weren't older than the universe itself in the comics either, and Malekith didn't control one of the Infinity Gems. But in the films, yes.
And the way that they've been describing Hela in the film makes it seem like she'll be one of if not the most powerful villains that they've had to date.
In Thor Vol1 #136 Thor took Jane to Asgard where Odin turned her into a godness and put her to a test to keep her new divine state. A courage test. If she passed it she could marry Thor, since a god can only marry another god. She failed abysmaly. But now that she proved herself as the godness of thunder, she can marry any god she wants. It's pretty unlikely that Aaron is taking in consideration such old issues, but I've been wondering since the introduction of his grand daughters in the God Butcher story, all three of them godness of thunder, who may be the grand mother.

I think in-context fighting Surtur is going to be one of the adventures Thor had during his quest to discover more about the Infinity Stones, and then Hela brings him back to hold off Thor's team and Hulk gets to take him on.
Think his appearance in the Hulk vs. Thor animated movie.
