Wow I would have thought for sure that Meggan Braddock would be the most powerful mutant in Europe.

Yes, there is not much more to discuss. Almost all the mutants are from North America and Franklin Richards is basically a reality warper.

Not when there is Mad Jim Jaspers.

Europe doesn't seem to have many mutants but the ones available seem to be extraordinarily powerful.

European mutants are smarter, they don't waste time fighting among themselves and just enjoy life as simple citizens, that's is why no one knows about them.
Ommadon: “By summoning all the dark powers I will infest the spirit of man So that he uses his science and logic to destroy himself. Greed and avarice shall prevail, and those who do not hear my words shall pay the price. I'll teach man to use his machines, I'll show him what distorted science can give birth to. I'll teach him to fly like a fairy, and I'll give him the ultimate answer to all his science can ask. And the world will be free for my magic again.”

Asia is funky because it's got Mikhail Rasputin going head to head with Xorn. (Plus the Collective Man is no joke.)

Selene is a clear toughie, but how much of her 'power' is the result of her mutation, and does power gained through other means (such as Selene's magical knowledge, or Apocalypse's access to Celestial tech) count for this? North Americans (and occasionally Europeans) hand the Phoenix Force around like a dirty needle, and yet it's not technically a mutant power, even if the traditional Phoenix Force host is a mutant.

Europe's got Mad Jim Jaspers and Proteus and Meggan and Exodus, as well as Selene, anyway, so she's got some serious competition for that throne.

North America's the grab-bag. Franklin Richards. Various Phoenixes. Alpha, the Ultimate Mutant. Michael Pointer. Wanda Maximoff. That recent reality manipulating kid that appeared and vanished in a single boring story arc. All of them pretty much do whatever the plot requires.

Almost all the mutants we know about are from North America. Because Marvel is a USA editorial.
