Err… it was gone by 2011, yes. But he still had it in 2001. The hook hand got replaced by a “solid water hand” in the early 2000s, then they did a “return of Arthur Curry” shakeups in the wake of Infinite Crisis which ultimately undid the “lost hand” thing altogether. But even the water-hand thing was after 2001.

No, he had a mechanical hand between the hook hand and the water hand. This is from September 2000.
