Yes and no, people need to distinguish;
Right to reproduce print the original story, yes.
Right to create and sell new material, using the likeness, recognizable elements and trade marks maintained by Zorro prod. Inc, no. (at the time this was a licensed (from Zorro Prod Inc.) series, both the TV show, and the comic)

...Issue # ?
Edit:
Ok found it Marvels: Masters of the Universe #11, Prince Bar'in of Aarboria makes casual homage to Price Barin of Arboria, but that wasn't a licensed crossover.
And he doesn't really look that much like him or fill a similar role.
And unless I missed it, Flash Gordon doesn't actually appear does he?
----------
As far as Defenders of the Earth yes that was Marvel licensing the King Feature characters; Flash Gordon, Phantom, Mandrake & Lothar.

Doctor Who appeared in the main 616 Marvel Universe.

...and then whenever Claremont had a chance he tended to pop in references to The Doctor.

And the U.N.I.T. team appear in Uncanny X-Men 218.

Regarding the licensed comics in general, there's quite a big list (I don't know if it is exhaustive) here: http://comicartcommunity.com/comicar...censed-comics/
The kids' comics alone cover a huge range in the 80s.
That's before even looking at imprints like Marvel UK that had another host of licensed comics; see here:The licensed titles included Fraggle Rock, Heathcliff, Strawberry Shortcake, Get Along Gang, Muppet Babies, Star Wars: Ewoks, Care Bears, Thundercats, Star Wars: Droids, Masters of the Universe, Madballs, Hugga Bunch, Animax, Popples, Chuck Norris: Karate Kommandos, Defenders of the Earth (featuring Flash Gordon, The Phantom, and Mandrake the Magician), Inhumanoids, Heathcliff’s Funhouse, Flintstone Kids, Foofur, SilverHawks, Air Raiders, Bullwinkle and Rocky, Masters of the Universe: The Motion Picture, Visionaries: Knights of the Magical Light, and Count Duckula (featuring Danger Mouse). While adapting various series for toy companies and cartoons, Star Comics was home to many adaptations of Marvel Productions series.

There was a fun "unofficial" doctor who cameo in heroes for hire. (or at least nods to him)

Doctor who also had a role in death's head coming to the main universe tieing him to the transformers universe a bit!
The real ghostbusters showed up in a issue of the uk transformers also! (it was more or less a fun cameo) A zombie starscream was the bad guy!

LOL Sectaurs with their theme, animation and toy line always struck me as the fourth unmentioned stepchild of the Rankin/Bass Animated Entertainment/Pacific family of concepts.
We had the Felines, the Avians, the Aquatics .... and were just missing the Insectoids.
Although it was a completely different company:
