I don't think those characters are villains. Hyperion seems to be very delusional. He was attacking Hulk even though Hulk wasn't doing anything to the kids. Seems like he considers everyone a villain.

Heroes Reborn can go back to the foul pits from whence it came is all i say!
Doesn't make who a hero? I was criticizing Hyperion and saying that we have no reason to think Hulk is a villain since we didn't see him do anything wrong. Since Hyperion's judgement of Hulk was wrong, there's a good change that his characterization of Namor and Winter Soldier and Black Widow are equally wrong.
Given Hyperion’s dialogue in HR#2...he isn’t going to give his world over without a fight...
Nope. Just speculating here, but I do think that Adam probably never became a superhero, if they follow the DC explanation that the JSA (Invaders) was forced to retire in the early 50s and superheroes didn't resurface until the JLA (Squadron Supreme) members started showing up.

I’ve only just read Heroes Reborn #1, and Avengers # 18 and 21, and it does look like some deal was done between Phil Coulson and Mephisto in this Event. What is interesting is that Panther has been studying Coulson all this time from Avengers #21 to Avengers #45, so you would think Panther would be a big part of getting this resolved near the end. There is no clue so far as to what Mephisto wants to do with Coulson by changing America to look like Coulson Utopian America, but it might be some kind of power trip Coulson is in, once Coulson inherited the Squadron Supreme after General Ross died? Carried to the nth degree, maybe? Mephisto always wants some kind of pay-off like when Peter Parker traded his marriage, for Aunt Mays life, but somebody like Phil Coulson? He’s small potatoes in the grand scheme of things, so why the interest in letting Phil’s fantasies run wild like that, and sending the planet into Non-Avenger heaven? Maybe Mephisto just got the opportunity to see what it’s like to do deals if the Avengers were not around? Especially as the Squadron are just pawns of some Coulson fantasy anyway.
And we have to remember, this is a fairly recent occurrence after Avengers #45 KIB, where President Coulson deliberately let Doom and his cohorts escape the Negative Zone to show America the Squadron is their protectors. Also, as next issue shows, the Hulk escaped prison in the Negative Zone too. But who constructed the Prison in the NZ? It was originally done by the Fantastic Fours Reed Richards. Did he make it this time too? Are the FF de powered as well as the Avengers?

Do we know if any of these people are real? If Hyperion kills the Hulk in HR #2, is Banner really dead? Is Pym dead?
Anyway, as we know now, the Fantastic Four never formed. Reed didn’t build the Negative Zone prison, the government did, or at least Hyperion had something to do with it. So things are starting to fall apart in HR world, now. Thor has somehow returned, the Hulk knew HR was a lie, and even Hyperion suspects it’s lie, but he will preserve the lie at all costs. Now Steve Rogers like Blade knows this is not the world. Why would Mephisto make things fall apart as this Event starts?
I'm betting on the magical reboot, specially if they are coppying/paying homage/satyrizing/making fun of/etc... DC, which, supposedly always corrects/confuses its continuity with "hard reboots", while Marvel claims to do it with "soft tweaks". Who knows, they might even use this to solve some corners they've painted themselves into, such as the Pym death/merger with Ultron. They might also use the opportunity to rewrite some characters' stories and even race/gender swap some key characters, saveing them a lot of trouble in the PC future.
Peace
