I thought this issue really brought things back on track after the last one, which I felt was a bit like filler given the space in of the issues

Second largest continent in the world (i.e Africa) has no heroes I see, made all the more obvious by that list of heroes someone just posted...
My priority is black female characters; everything else is secondary.

Well, save for Nightrunner, the French ones (that I could relate to, being a French myself) are rather uninspiring and more or less what Americans seems to think about France : Notre-Dames (Hunchback), aristocratic femmes fatales in strange clothes (Crimson Fox) etc. But then again, I admit that "super" heroes would probably be more military type here so not that interesting, especially in an arm race for metahumans soldiers (since we got the nuclear weapon despite American opposition to stand halfway between NATO and the Unaligned during Cold War). Besides vigilantes, I've a hard time picturing a French Super-Hero, really.

There are no set teams and this is talking about a metahuman arms race so alot of these superheroes are government affiliated or have ties to the government. Alot of the Heroes in africa have no ties to their specific countries governments and have fought them a few times so they would not be on this list.
The Rocket Red Brigade arrested Hawk & Dove, so they are still definitely playing a big role in the Russian superhuman community. As for Dimitri, he's dead, isn't he?
Granted, so was Crimson Fox, who is the leader of Justice League Europe, which was a part of the JLI.
My guess is that Fire & Ice are being held back for something else. Perhaps there are plans afoot we aren't privy to *cough* Bendis *cough*
