After Jean, I place Xavier and Emma as top-tier telepaths and their capabilities and power are very well-documented.
Admittedly...I have never been a fan of Quentin Quire, since Morrison's NXM, and have never read anything with him other than DoX X-Force so I have to ask those much better informed than myself... what makes him an Omega over Emma and Xavier?

To be more specific, when it comes to telepathy mutants run a crazy monopoly, a mutant with good telepathy gets called the "the most powerful in the universe" on a drop of a hat while any other character with better feats couldn't even think of saying such a thing because "bb-b-b-but muh insert decently powerful mutant here" heck the way they get planet wide feats left and right but any other humam telepath is always portrayed as "less"
Edit: not just humans, cosmic telepaths like oracle the top telepath of the shi'ar empire an empire that has touched every corner of the universe and are supposed to have the finest warriors yet oracle which is supposed to be one of the greatest telepaths in the universe has not even shown to be betsy level, even tho she's written in x-books by the same writers who give mutants planetary feats.
