Ignoring the debate regarding Goku's merits as a father because that's its own can of worms. But Naruto definitely does not deserve to be on such a list.
He's the leader of one of the five most important villages in the world, a responsibility that he's been going after for ever, and one of his kids can't deal with that since it means that Naruto has to focus his attention on other things besides his family and he hasn't figured out the balance between it all just yet. That does not make him a bad father. It makes him a flawed human, and people used to love Naruto for that.
Speaking of bad manga/anime dads, Endeavor is in a real bad place in the latest My Hero Academia chapter, though it's unrelated to his parenting skills.
...Quora is a neat place to see people's opinions and insights but lately been running into questions that really sounds like people are really not trying to pay attention to even the most basic of details.
"In Thor: Ragnarok, how did Surtur beat Hela when he couldn't beat Thor at the beginning? That doesn't make sense!"
...I literally face palmed upon reading that. That's just one of many examples.
