If Jason wasn't still active as Red Hood, I'd say he was Red X. The entire speech about 'trust and your teachers are hiding secrets/ using you as pawns' feels like something he would say.

Red X's concerns about the kids being groomed as cannon fodder is VERY valid considering how DC treats the franchise.
Yeah, its been screaming "Jason Todd" to me too, but if it weren't for the Cheer storyline and all, I would almost suggest it could be Jason. As of now, no idea.

It's more the Red X mystery felt like the weak link of the book to me. It improved once we got the flashback in the Yearbook special. But I would rather they revealed who Red X is in the issue than hide it.

I thought both Megabat and Chupacabra are experiments and Bratgirl would have been experimented as well until they were saved by Nightwing. All three of them are younger counterparts of Man-Bat, Bane and Batgirl.
This issue's flashback are framed through Diego's perspective. So maybe we'll get another for Marrissa and Lucas? Granted I think Lucas is just a buff teen than a meta.

DC continuity is pretty loose. So Jason as Red X could be set after his appearances in Urban Legends.
