I guess in universe, a reason would be he is curious to how the new batman would operate so he adopts a wait and see type approach.

Bruce was funding Batman, Incorporated. People already knew there was a connection and wouldn't assume much beyond that. Clayface using Bruce's face and being stopped by Batman helped a lot. Damien wasn't brought back until after Dick died. The majority of his return centered around newfound superpowers. Also, Bruce might've told him the truth.
Because everyone thinks he's dead and he works for Spyral.

None of which answers why in a city of investigative reporters, government agents, policemen, and super criminals, people weren't swarming over Bruce Wayne like bees on honey. Nor why Damian seemingly had nothing to say about Dick's death.

Ya Snyder wrote Dick as Batman too, and his Tec' is arguably the best batman stuff he's done. It was really good. Morrison Batman and Robin good. Though still B&R was something else. Nevertheless Snyder's Tec' run definitely added too the quality of Dicks run as Batman.
It seems the rating scale for Snyder Batman stories pretty much range from "1 to Black Mirror".
And its not like Snyder's Batman run hasn't been dynamite, its just his Tec' run was that good.

He's sort of come full circle. Black Mirror you could argue was more of a Jim Gordon story than a Dick Grayson one in a lot of ways, and now he is doing a full on Gordon as Batman story. You sort of wonder where he would go after he is finished with Gordon as Batman now.
