A team of superpowered Quraci operatives.
    Heroes?
    Villains?
Beats me, I just really like Govt. sponsored teams that straddle the line and operate in the grey.

    RUSTAM
Rustam once told Rick Flag that if America had lost the Revolutionary War, history'd know the Founding Fathers as terrorists, not Patriots. Rustam’ll find he needs to change his leadership style, as this team has a completely different agenda (securing Qurac’s borders and safeguarding its ppl) than others he’s been in charge of.

    DERVISH
Rustam’s second in command, Dervish is one of the few DC speedsters not connected to the Speed Force. She can run, fly, create gale force winds, and fight opponents at high velocity. She’s an experienced operative, who’s dealt w. foreign governments, covert agencies and metahumans, as both enemies and allies. She knows when to push and when not to.

    STORMBREAKER
At one point, a Quraci arms dealer was selling ‘Firestorm Protocols’ to various terrorist cells worldwide. Apparently one of these protocols was missed by U.S. operatives and was activated by an as yet unidentified Quraci citizen, who seems to be learning the ropes of superpowered combat from Rustam.

    WUNDAJIN
The dimensionally homeless thundergod recently showed up in Qurac, spotty memory and all, performing heroic acts and happily volunteering to join Rustam’s team instead of fighting them, when confronted. A boisterous bruiser (think Marvel’s Hercules), Wundajin worries Rustam, as a version of the thundergod once died in neighboring Bialya, his radiation riddled corpse desecrated, reanimated, and used as a weapon by that country’s rulers. If Wundajin somehow realizes his connection to those events, and he stops smiling….

    SINBAD
The son of Quraci refugees, Davood Nassur was raised in America. The young man recently returned to his home country to meet distant relatives, was approached by Rustam and asked to stay for a while and use his powers to help a country he’s only ever heard stories of. A low level telekinetic who’s powers were permanently boosted by a prototype enhancement device, Davood once KO’d Superman himself, which he tries not to take TOO much pride in.

    MANTICORE
Qurac’s first three Manticores all died in battle, while the fourth is a member of the Global Guardians. This fifth Manticore volunteered to undergo Qurac’s M-process after being diagnosed w. a terminal illness, giving up his humanity so his family would be compensated by the Govt. Now, as a combination of man, lion, hawk, and scorpion, Manticore is savage fighter and has the psionic ability to track a target across half the world if necessary.

    DJINN
At over 4,000 years old, Djinn has had many masters (including Genghis Khan and Napoleon Bonaparte) , but as of right now she is free and unencumbered and she’s decided to take up residence in Qurac for some mysterious reason. She was polite enough though to announce her intentions to the Govt. and even agreed to help out Qurac’s new superteam when needed. While Rustam sees her power as an advantage, he also sees yet another potential problem down the road the same as w. Wundajin.

Wanted to take the Wolfman/Perez era Titans line up…
…and see if I could make something similar using live action Disney/Nickelodeon characters.

KID DANGER (Henry Danger) as ROBIN
Sidekick turned team leader. Though K.D. had the power of hypermotility for a couple of seasons, the majority of his crime fighting career was spent as a normal person. He relied on his wits, gadgets (he had a utility belt), and the uncanny ability to beat the crap out of grown ass men to keep up w. his indestructible mentor.

MIKAYLA MAKOOLA (Pair of Kings) as WONDER GIRL
My kids never watched this show so neither did I, but when I was looking for a suitable Wonder Girl, Google pointed me towards it. M.M. comes from an Island Paradise; she’s the daughter of the Royal Adviser and was trained since childhood to serve as a Royal Bodyguard. She’s seen training w. swords but this being a kid’s show actually fights using escrima sticks. M.M. can also fly, and has super strength and speed.

KID QUICK (The Thundermans) as KID FLASH
K.Q. comes from a whole family of superheroes where he’s the middle child. He loves his parents and siblings but getting out on his own and establishing himself away from them is something he really wants to do. K.Q. is a legit speedster, able to run around the planet in about a minute.

    MAL (Descendants) as RAVEN
Raven had a human mom and her dad was Trigon The Terrible. Mal does her one better as her parents are Maleficent and freakin’ Hades. Raised to be a villain she eventually pulled a heel-face turn and is (mostly) reformed. She can do Faery Magic like her mom and has inherited some really dark necro-magic abilities from her dad. Mal has actually become a dragon on at least one occasion.

SKYLAR STORM (Mighty Med) as STARFIRE
A Warrior from the heavy gravity, volcanic planet of Caldera, at one time S.S. had 24 different abilities making her incredibly powerful. Stripped of her powers and stranded on earth by a villain, she relied on her Warrior training, increased physical stats, resistance to heat/injury inherent in all Calderans to become what earthlings called a hero. She regained her powers at one point but died shortly after. Coming back to life S.S. managed to keep the ability to fly and shoot powerful plasma bolts, which puts her at about a Starfire level overall.

LEO DOOLEY (Lab Rats) as CYBORG
To be fair, Leo was pretty heroic well before he got any bionic upgrades. He regularly stood side by side w. his bionic step siblings against all types of villains and disasters. It’s how he nearly wound up dead on two different occasions, losing an arm and a leg, both damaged beyond repair. His bionic right arm gives him super strength, laser sphere and EMP generation. His bionic left leg has added to his strength and durability as in order for the two bionic limbs to function simultaneously his nervous system/bones/tendons/connective tissue all had to be upgraded accordingly.

    JAKE BERENSON (Animorphs) as CHANGELING
Before he was a mutant in the X-Men movies, Shawn Ashmore was an Animorph in the Nickelodeon TV series. Jake led the Animorphs, taking on a lot of responsibility and making tough calls. Now though, he can actually relax and have fun, as he doesn’t have that leadership burden. Animals Jake has been seen morphing into include various types of Dogs/Wolves, Skinks (not Skunks), Tigers, Iguanas, Butterflies, roaches, Ferrets, Horses, Mice, Monkeys, Geckos, Hawks, Bats, Snakes and Dolphins.

A Warriors Three type team from the Magical Kingdom of Atlantis. They’re always ready to fight by the side of their King, Arthur, who the surface world knows as Aquaman.

    VULKO
    Is indeed voluminous.

    GARTH
Can at times get pretty grim.

    KALDUR
    Is really quite dashing.

    JASON
Embarks on a Quest to find the legendary golden Sword of Superman and deliver it to The House of El.

    ALPHA CENTURION
The oldest and most experienced of Jason’s Warriors. Along w. his strong sword arm and battle prowess, A.C. provides wise counsel…which Jason sometimes actually listens to.

    ANTAEUS
The strongest of Jason’s Warriors knows he’s not all that smart. He is, quite simply, the muscle, and he’s okay w. that role. Let others rack their minds and do the planning.

    SON OF VULCAN
The youngest of Jason’s Warriors and most headstrong. The young Pyrokinetic is the first to draw his weapon (a monomolecular sword) and jump into battle.

    GOLDEN EAGLE
Hawkman’s forgotten sidekick has managed to do quite well for himself flying solo. A doughty Warrior, G.E. pilots Jason’s spacecraft dubbed “Argo”, and recruits a crew of young Thanagarians looking to make their reputations on a grand, dangerous adventure.

For no particular reason, The Phantastic Four. A ghostly team that explores the afterlife and battles various creepy villains.

    RALPH DIBNY
The stretchy, often insufferable genius (in his field).

    SUE DIBNY
Ralph’s better half and come on, she’s named Sue.

    KID ETERNITY
    The reckless young hotshot.

    DEADMAN
The grumpy, but big-hearted everyman that has your back.

    Superman recently got the Authority.

    Batman had the Outsiders.

Wonder Woman had the Justice League Dark.

    Green Lantern Corps, 'nuff said.

    Aquaman and the Others, naturally.

But what teams could be for Martian Manhunter and Flash?

This has been on my mind for a little while...Batwoman co-opts the Outsiders and builds a Birds of Prey style team...Kate needs a team to operate off the radar but with some serious fire power.
    Batwoman
Flamebird (only because Kate can't keep her out)
    Nightshade
    Katana
    Element Woman
    Faith

During the late 80's up to the mid 2000's, at least, J'onn was seen as the true heart and soul of the League, so I guess no other member is more deserving of having the Justice League as HIS team, then J'onn. However, if you want another team to call his own, there's the JL Task Force, which was Justice League only in name, really. Maybe it should be brought back.

As for the Flash, though they don't have a flashy name (no pun intended here), the Flash Family is the Flash's own team, and it has quite a lot of membrers.

    Peace

Justice League – Gods and Monsters.

After Wonder Woman leaves Earth in the company of Lex Luthor, Superman and Batman decide that two don’t make much of a League, and start actively boosting its ranks.
    • Superman – Taking the name Lar-Zod, in honor of his biological mother and father, Superman is the leader of the Justice League. To him, ends justify means. Although more ruthless than our own Superman, having faced less opponents worthy of his full power, he is, however, less proficient in the use of his abilities than Kal-El. Full Kryptonian abilities.
    • Batman – Robert Kirkland “Kirk” Langstrom. Science gave him vampire-like abilities, such as enhanced strength and speed, although none of the magical weaknesses. One of the world’s leading biologists, Kirk is also one of the greatest scientific minds of the League.
    • Wonder Woman – Bekka of New Genesis, granddaughter of High-Father, widow of Orion of Apokolips. Bekka left Earth to try to mend things with her family. She was not completely successful. Leaving Luthor on New Genesis, Bekka makes a tenuous peace with her family, and decides to return to Earth. Super-strong, Wonder Woman carries with her an indestructible sword with a Mother Box built into it, which also allows her to fly.
    • Aquawoman – Queen Lori Lemaris of Tritonis, widow of Orm, the Ocean Master. Her body is adapted to living in the deep pressure areas of the oceans, which grants her super-strength and incredible resistance to injury. A mermaid, she is able to morph her tail into a pair of legs for a few hours at a time. In the water, moves at incredible speeds. Inherited the trident of her husband, which grants her the ability of hydrokinesis.
    • Flash – Jessica Chambers, inherited from her father a mathematical formula that grants her access to the speed force.
    • Jemm, Son of Saturn – Sent to earth as an envoy of the Saturnian race, Jemm joins the Justice League. Super-strong and able to fly, Jemm carries on his forehead a gemstone known as the Mark of Jargon, which amplifies his telepathic powers, making him able to fire psychokinetic blasts and to cast illusions that allow him to pass off as human.
    • Hawkman – Norda Cantrell is the son of a human explorer who visited the hidden civilization of Feithera in green land and mated with his mother, Osroro. An avian/human hybrid, Norda never fitted well in Feithera, especially after his father left him and his mother to return to the human civilization. So, the youth decided to also leave and try his luck in his father’s world, where he is given the name of Hawkman. Born with wings, Norda has the ability to fly. He appears to have advanced regenerative abilities, as well as superhuman strength and stamina. He also possesses what he calls "migra-power", an inborn migration sense which enables him to fly long distances and not get lost. He can also communicate with birds and sense approaching weather patterns. Norda’s hands are slightly deformed, having talons that can slash through steel instead of fingers. He carries a spear as his primary weapon.
    • Green Lantern – Thaal Sinestro. The Green Lantern of a neighboring sector, Sinestro approaches Earth upon the death of his friend, Abin Sur, and, preventing the ring from finding a successor for Sur’s sector, decides to annex Earth to his, and joins the Justice League, seeing a lot of potential use for a group such as this in his quest for universal order.

Titans – Although many of the greatest scientific minds of Earth were eliminated by Will Magnus, President Waller decides to see what the remaining global geniuses can do to come up with a counter-point for an already supremely powerful League, which is expanding it’s ranks.
    • Deathstroke, the Terminator – Slade Wilson, professional soldier that underwent a scientific experiment that allowed him access to 90% of his brain’s potential. Slade is superhumanly fast, agile and strong, and proficient in the use of almost any weapon.
    • Steel – Natasha Irons, niece of Dr. John Henry Irons, who uses an armor developed by her uncle that grants her super-strength and the ability to fly. However, the kinetic Hammer developed by Irons is her biggest weapon.
    • Amazo – Perhaps the biggest gun of the Titans. An android developed by Professor Ivo based on notes of Will Magnus, with the ability to mimic others’ super-human abilities, including the League’s. Unbeknownst to all, Amazo’s personality is secretly based on Will Magnus brain patterns, a backdoor program left behind in his notes by the deranged scientist.
    • Arsenal – Roy Harper. A secret agent with a knack of transforming everything he gets his hands on in deadly weapons. Favors a crossbow with special arrows and some throwing knives as weapons of choice.
    • Elongated Man – Ralph Dibny. An extract of a rare fruit called gingold gives P. I. Ralph Dibny the ability to stretch his body to incredible lengths.
    • Vixen – Mari McCabe. A mystical totem grants her animal-like abilities.
    • Element Woman – Emily Sung. A mystical artifact gives her the ability to transform her body to any element found in the human body and shape them to her will. As a result, or not, Emily is a little bit mentally unstable.
