Seeing as how DB era Tenshinhan was stronger than Roshi by a good deal and had not only the same tech that Roshi used to accidentally shatter a mountain and blow up the moon, but an even stronger one that scared the crap out of him and which he can pull out with little charge time, weathering a nuke is not going to be nearly enough here.
Because he's got some very potent energy blasts, so if being punched by a guy that casually overpowered an upgraded version of Tao Pai Pai with one hand doesn't do anything, he can simply use a blast that makes accidental mountain-shatterers freak out. And since he's fast enough that he considered a guy who was moving fast enough that he was completely invisible to high end bullet timers (or rather, to a guy who was a high end bullet timer before getting a massive stat boost) to be slow, he's gonna more than likely have no trouble landing his hit.
Yeah, for me that's on par with Goku going to the moon and back in moments by pole-stretching.

...edit: No, the dragon balls don't weigh tons, but he tossed them quickly across the planet, which means that there are multiple instances of them tossing stuff across the planet.

To be fair, even Saiyan Saga Vegeta is multiple levels above Tao.

Vegeta has more strength in his pinky then Tao has in his entire body. He's not a good person to use as an example.
Actually, there was the watered down Arale casually headbutting General Blue from Penguin Village to their equivalent of Egypt. Blue survived that without any notable injury, but got his skull pierced by Tao's tongue.
And maybe Goku casually flipping the 15-20 foot tall Piccolo Daimaou heard enough to topple a royal helipad tower before he even powered up might be comparable, sorta.
And considering that 99% of their strength feats are from striking one another rather than picking up and/or tossing things, they don't really have much in the way of contradictory feats outside of the hilariously low numbers given for their weighted clothes, but those are well contradicted by even just the striking/jumping feats.
Yeah, it happened in the manga as well. But it doesn't really matter that the watered down DB Arale is stronger than 23rd Budokai Goku since the feat Tao is being rated against was her just playing around (wherein she didn't even do any significant damage to General Blue, while Tao punched through his durability *with his tongue* before doing a comparable throwing feat).
