I agree with Restingvoice, they're both in the wrong costume on that page. Tim should only have one R on him (it should be his 1990s costume, not his Rebirth one), and yeah, that's Dick's 1991 costume, which was replaced by his modern one (whose colours have been used there) when he got his own ongoing book. The colourist probably saw the RR (which is the penciller's mistake) and thought Dick was also in his Rebirth costume.
