But in current continuity, it looks like "Golden Age" Green Arrow (and "Golden Age" Speedy) are now actually present day Ollie and Roy, who at some point in the past were thrown back in time to the Golden Age for a while.
At least, that seems to be the result of last May's Star Girl Spring Break Special one-shot.

Hey Writers,
This whole killing the hero without superpowers is so played out, its not new, its not interesting. We have seen this before a dozen times now, its a cliche at this point. Do something else new and shocking.
And may I remind Batman is not a god either, he is without powers too. Eh, maybe he should be one to get killed some of the time eh. It might actually give a pseudo impression that its something new instead of Oliver/Green Arrow dying all the time.
Green Arrow has become the cheap punching bag of writers and DC at this point.
