There's Wrath for Batman who has had a few origins that are all pretty much mirror criminal versions of Batman's. When he showed up in The Batman, he was given a Robin counterpart called Scorn.

I thought Granite Lady was Plastic Man's evil opposite. But I guess she's only in DCAU.
Don't forget the animated movie Crisis on Two Earths.
Many bad/good counterparts were introduced.
Are we are talking evil doppelgängers or just evil mirror versions of the hero? I’ll list one for both.
Superman: Ultraman and General Zod
Batman: Owlman and Batman Who Laughs (?)
Wonder Woman: Superwoman and Grail
Green Lantern: Power Ring and Sinestro
The Flash: Johnny Quick and Reverse Flash
Aquaman: Sea King and Oceanmaster
Martian Manhunter: White Martian and Maalefaak
Green Arrow: Deadeye and Merlyn
Black Canary: White Cat and White Canary
Vixen: Vamp and Kuasa
Hawkman: Sky Tyrant and ???
Hawkgirl: Angelique and ???
Firestorm: Deathstorm and ???
Blue Beetle: Scarlet Scarab and Black Beetle
Cyborg: Grid and Cyborg Girl
Black Lightning: Black Power and White Thunder

IIRC Black Lightning had a one off evil counterpart from Cold Dead Hands called White Thunder, or something along those lines.

The New 52 gave Nightwing an evil counterpart in the form of Saiko aka Raymon McCreary. Dick and Raymond were childhood friends and circus performers but while Dick got adopted by Bruce Wayne, Raymond was taken by the Court of Owls and made into an assassin.
Power Girl also had an evil counterpart. Namely Divine, a clone created by Max Lord during the Judd Winnick run.
Edit: Before Saiko, there was Nite-Wing aka Tad Ryerstad. He was a vigilante who modeled himself after Nightwing.
