More or less the second one.
You're nominating individual members.
Each nominated member will be weighed individually with total votes.

The criteria I laid out in the OP is just the order in which the 'judges' (ie: the 'imaginary writer') will be selecting the members in filling the slots, so everyone will know how the team will be built.

Imagine it's a Justice League title you're reading and the new line-up will be unveiled in an upcoming issue and you're having a chance to nominate up to ten characters to be considered for membership.
Just nominate your favorite characters and/or characters you'd like to see in the League.
You're basically voting for the characters, not the final make-up of the team. So don't think you have to vote for certain power-sets or a balanced group.

I'd have Mera as leader.

I worked on this a STUPID long time! Like an hour! I couldn't make up my mind. I added and subtracted forever and I sort of can't believe I wound up cutting Elongated Man. He was the reason I was moved to post in this thread in the first place, but then I kept feeling I could do better.

This is a lineup I'd be dying to read. It almost makes me want to write it myself but I'd much rather read it than write it.

I was careful to make it an eclectic team with focus on gender equality, ethnic diversity, famous/top characters vs. little-known ones that a writer could go wild with since they don't appear elsewhere, old vs. new characters, and (most importantly to me) colorful characters that lend themselves to weird stories... Especially Element Woman, Deadman, and Forager. I stuck Barry Allen in there at the last minute to include ONE founder and old-timer. I'd previously had Wally there to play on his friendship with Nightwing but I decided having a classic member would make for more interesting stories.
