Seriously. Monitor repeatedly pawns the book off on obviously evil people just like Loki and damn the consequences. He literally gave it to Lex so he could go on a multiversal killing spree. This is perfectly in character.

How powerful is the AM? Because I don't remember the IG dusting anyone God level but I'm not sure if that matters.
