Even if Titans is bad, his exclusion from the team is a pointed directive and creative decision about the character. Unless they have something in mind for him directly after Flash War he will be stuck in limbo, as Williamson has said Wally won't be a significant part of the book after Flash War as he focuses more on Barry and (ugh) Godspeed.
It's like saying Barry getting kicked off the JL when Hitch was writing it would be a good thing for the character. It most certainly would not be good for a character to be ousted from a team book with nothing else for them to appear in. Character inclusion, even in bad comics, shows commitment to the character from the company and writers.

I can't be thrilled with this news like some are simply because there doesn't seem to be another place for him.
He doesn't appear to be on any of the other teams spinning out of No Justice, Williamson has mentioned he plans to take a break from the other speedsters once Flash War is over, and TPTB have been pretty firm in their belief that the Flash franchise can't support another book according to Booth.
I would definitely take him being part of the Titans cast over him being benched or a minor support character in Barry's book.
But, is Wally better off or worse off than Jay Garrick has been since the start of Rebirth?
