Man I really dislike this version of Etta, both in look and personality. Steve doesn't seem very interesting either.
Doesn't Steve have a link to at least one of the spy agencies? Could get contact details through those. Also, he could've just gone to the Hall of Justice to interview League members and maybe Cassie (if he did it at the time that Bendis's Young Justice was active), and Titans Tower for Donna.
