Popeye's by default since it'll be a cold day in Hell before I anything to Chick-Fil-A, much less a win.

I honestly don't know if these are real? , a search brought these images up.
It seems they do licence the character as a mascot?

I guess that clears up who has got the winning mascot. (Although honestly I don't get why he's selling chicken? Maybe a fish sandwich I could see.)
As to who generated the most drama? (besides the ridiculous lines) -
Man sues Popeyes over sold-out chicken sandwich: ‘I can’t get happy’- https://wgntv.com/2019/08/29/man-sue...ant-get-happy/
Popeyes customer pulls a gun after being told there were no more chicken sandwiches- https://www.cnn.com/2019/09/03/us/po...rnd/index.html“I can’t get happy; I have this sandwich on my mind. I can’t think straight,” Barr told the Times Free Press. “It just consumes you.”
I think we have another "winner"?.customers walked into a Popeyes Chicken restaurant Monday night and asked for some sandwiches. But the restaurant chain is all sold out -- news the foursome didn't want to hear.
The group -- two men and two women -- grew angry, and that's when one man pulled out a gun...
Seriously what is wrong with people?

People want their chicken.
Yeah, but if you... man, we're getting into weird analogy territory, like if you disintegrated Superman's arms he wouldn't be able to go "fool! Little did you know that my arms and I are one and can be remade from me!" and will his arms back into being from pure nothingness. - Pendaran

No Chick-Fil-A in my area, I'd have to drive pretty far to find one. What I have heard about them isn't good, however, I'll set that aside.
For Chicken Sandwiches, it's usually either KFC or Wendy's. Maybe I should try Popeye's some day.
I'd go with Popeyes simply because they have been in my area much longer than Chick-fil-A.

I think Chick Fil A would be better trained and organized
True! It's what they claim. Yet let's be realistic about the name here, they never thought for a second people were going to associate the name with Gene Hackman's bigoted, womanizing alcoholic Jimmy "Popeye" Doyle character LOL!
And nobody does, or ever would.
Obviously they knew the strongest association was going to be the famous cartoon character, they knew what they were doing.
The existence of Gene Hackman's character (while great) just opened the door for them being able to conveniently claim the name is in reference to something other than the cartoon (which they conveniently and legitmatley do, and there is no rea$on not to).
But they very well know who most people were going to, and do, associate the name with.
I would love to see then bring out Hackman as a spokesman, and reference his character as supposed inspiration? LOL!
It'll never happen!
Why would they. They sought out the obvious Popeye character they knew everyone thinks of when they chose theme. .

Honestly at this point they couldn't do better than getting the guy actually suing them as their oficial spokesman & mascot.
They will probably never find a better quote about their chicken-
Sorry really just meant to edit add this to the above, and accidentally did a double post, if a mod wants to combine or delete.

Popeye's employees have hella combat experience at this point lol
I don't see spinach on that Popeye's menu, though they do offer "liver and gizzards." How can you have a restaurant named after Popeye and not have spinach on the menu?
I'm pretty sure that Chick-Fil-A has generated way more drama, due to their various political stances.
