Do Feral and Marrow even have any actual history? Was Feral part of the Peter David X-cell story?
Feral wasn't part of the X-Cell story. That one involved Callisto, Marrow, Blob, Fatale, Reaper, Abyss and a new ex-mutant character who looked like a kid and exploded at the end of the storyline.
Feral was part of the Lupine storyline, which obviously does not exist, in which Wolverine's ancestor Romulus restored her and her sister Thornn to their feline forms, because they were part of the subspecies of mutant wolves which Wolverine, Wild Child and Sabertooth also belonged to. However the change was only cosmetic and when she attempted to fight Sabertooth he killed and ate her.
As for her and Marrow knowing each other. There is an indirect connection. Marrow knew and seemingly trusted Feral's sister Thornn. Both sister lived with the Morlocks.
Thornn in particular tried to save Sarah during the flooding which Mikhail Rasputin used to transport many surviving Morlocks to the Hill. Stupidly Sarah decided to stick with the other Morlocks on The Hill rather than go with Thornn, Cable and Domino. Ending up not having quite a good time the next 10+ years.
So there is some untold story of how young Sarah could have interacted frequently with Feral during the old Morlock days.
However for this story i guess Campbell just liked both characters and thought they might make for a fun story (it helps that they have similar character traits), which might not be in the main universe continuity anyway.

Compliment or contrast, or compliment by contrast, either of it can work well for character interactions.
But yes, even if this is an out of continuity work, the two characters share enough similarity in their basic premise (outcast/runaway, temperamental, criminal past, capable of violent actions, striking physical altered appearance) that they can work teamed up.
And even in continuity it's not entirely random for them to be paired up, even if past interactions could have been off page.
