Our heroes travel to the planet Angor to help Wandjina and the Justifiers with the humanitarian crisis there, after the unchecked industrialization of Angor’s cities leads to the destruction of the planet’s oceans and atmosphere. Green Lantern and Green Arrow help to erect pressure domes over the few surviving cities and evacuate millions of refugees to safety, but a meeting with the Justifiers comes to blows after Oliver punches Tin Man for calling the destruction of the environment “unfortunate but unavoidable”. Meanwhile, widespread popular anger among the refugees causes the Extremists to rise to power, and their leader, Lord Havok, threatens to set off a nuclear bomb in Angor’s capital unless the heroes can restore the planet to the way it was… an impossible demand that nevertheless soon becomes immensely popular among the starving masses.

The search to find the “Phantom Limb Killer” responsible forces Cyborg to face the accident that left him in need of prosthetics, and to wonder if somebody from his past could be responsible, given that the implants all had elements of Red Room technology, the same STAR Labs tech that rebuilt him!
