In order to gain political power and remain Premier, Malenkov attempts to occupy the one eastern European nation that neither the Germans nor the Soviet Union was able to take during the was: Latveria. The mystic power within that small nation is bathed in rumor, but has somehow managed to keep the country's borders solid.
Malenkov implements the Black Widow Mk 2 program, androids using technology stolen from both Horton's work and that creating the missing Dynamic Man. In order to keep eastern Europe from exploding into open warfare, the Torch goes to fight to keep the Soviets out of Latveria. But will the Torch sacrifice himself to keep the peace between two nations no one trusts?
