I think it will also depend on the creative team. Dazzler isn't Wolverine where you can put a Z-List creative team and it would still sell.

Pretty much this. I've had a soft spot in my heart for Dazz since Outback, partly because she was the only one to push back on the angst, and mostly because she has the coolest power set in mutantdom that's both very specific, built-in drawbacks, but vastly powerful and versatile at the same time. There's a variety of stories you can do with her ... and not all of them are actually great reading, or good for the character.
