A Halloween Special would be a good idea. Since we are going to be on issue #10 for most series when next months solicitations come out, are we going to be doing Annual issues?

The Halloween special is a time-honored tradition! There will definitely be one! More info coming soon.
As for annuals, I’m inclined to permit an annual issue if a plotter wants to write one alongside their normal monthly book. But it would be an optional addition - an annual would not replace issue 12 for that month, for example.
