If the characters aren't actively being used, there's really no need to kill them off.

No. Every character has potential when written well. Marvel tried this with “no more Mutants “ and it didn’t last.

Honestly, this just has bad idea written all over it. By killing off a bunch of characters, you're limiting possibilities in the world and what you can do later. It's like when Marvel tried to shrink the X-Universe, which caused way more problems than it solved. Hickman was right to just simply revert it.
Besides, how do we define "dead wood" anyways? Is it really minor characters, or just those who aren't A-listers that could provide shock value? There are plenty of good characters and fan-favorites who the public may not be well-aware of. Trust me, you'd be amazed with how unaware people are with a lot of characters. I've seen pivotal Avengers, Spider-Man rogues and mutants with rich histories be called "random" and "obscure" when talking about other stuff like them being put in video games, and that could lead to them being thought of as expendable.
Imagine if the victims were:
Darkhawk
Cassie Lang
Songbird
Ben Reilly
Boomerang
Cannonball
Sage
Longshot
Clea
War Machine
etc.
I think you get the point. None of these are who I would call A-listers, but all are well-liked by the fanbase. Having a random bloodbath of character deaths is never good, like with Ultimatum.

Contrary to what the cosmic embodiment of Death will want you to believe, the concept of death has already been devalued enough. No need for another pointless Ultimatum event to devalue it even further.
