I when I was first reading comics if I recall. Locus was white skinned with blonde hair. In fact, some fans thought she could be either Illyana from the future or an alternate reality Illyana.
It was only after Age of Apocalypse ended, that it seemed Locus was now brown skinned.
I know this would never happen, but I would love to see all the black women (mutants) get together and meet. In the real world minorities usually meet with each other, be it through sororities, or youth organizations like Black Girls Rock and Black Girls Can Inc. With so few black females in the mutant community I think they would seek each other out and network or just hang.
Maybe while they are doing it they could battle invaders that seem to attack the island every other issue in X-Force. And maybe Marvel could hire a black colorist who could understand all of the different shades of blackness.
Oh, while I'm wishing, I would want Olivier Coipel on art.
Too bad it won't happen. All because non POCs mostly wouldn't believe that non-white people would be in one spot without them, so they're call it "unrealistic" or "not organic" or whatever.
Age of Apocalypse was released in 1995-1996... Rayna looks the same here down to the blonde ponytail as seen in her first appearance.

And, therein lies the crux of this discussion... The pic you've posted is from X-Force #43 which falls in between her first appearance as a person of color -- X-Force #27 and #67.
And, blatantly looks nothing like how she was originally drawn in X-Force #27.
But, to be fair I kept going through my collection and discovered one more instance where her original skin color was compromised -- even if to a lesser extent...
So, unless she was wearing an image inducer in X-Force #27 she was clearly white washed and miraculously returned to her original color 40 issues later in X-Force #67.
