I think the strongest contenders among the OGs are Cap, Thor, and Hulk, but if you count later Avengers, then obviously Spider-Man and Daredevil have great ones too. But with characters who have been solo franchises as long as those two (solo heroes until the early 2000s), then of course you're going to have a great supporting cast, since you couldn't rely on other franchise characters to make bank.
Iron Man stands out as having a weak supporting cast, but I'm not sure how to make it better, unless you start including cosmic elements.
Meh I’d argue Betty over Pepper and Eiling over Stane or Mandarin.
Then honestly Abomination would be above a lot of Ironman’s rogues as well. I think I’d put Stane and Mandarin above The Leader though
Then there’s a lot of good ones currently like Samson, Rick, and Betty
I like Tony's supporting cast. Pepper, Bethany Cabe, Happy, Rhodey, Mrs. Arbogast...

I guess it depends on the run, but Spider-Man easily beats Cap. Now, if you group all of his supporting cast over the years -- there are some great characters. But there are long runs when no one significant was in the book aside from Cap.
