Well, everyone seems to be overlooking the obvious solution here:
THE DEADSHOT CORPS!
I think they should do it, just to piss fanboys off lol!
I don't necessarily think DC should do it, but I'm about 99% sure at this point that they will. Deadshot is played by Nobody McNoone on Arrow, while Will Smith is playing him in Suicide Squad. I expect Warner Bros. are going to tout him as the film's leading man all the way up to release (whether he actually is or not), and I would expect a certain amount of synergy to go along with that.
Batman: I need your help finding a man named Vulko.
Hawkman: You want him dead or alive?

He's been not-their-father before. Polaris has been his daughter, not his daughter, and maybe his daughter.
It's not the end of the world if he's not their father. He still more or less raised them, and raised them to be scared, embittered terrorists. That's probably better story fuel than whether the paternity test checks out.
Patsy Walker on TV! Patsy Walker in new comics! Patsy Walker in your brain! And Jessica Jones is the new Nancy! (Oh, and read the Comics Cube.)

Who says that he isn't already African-American? If this distinguished gentleman

can serve as Chairman of the Congressional Black Caucus, an organization representing the aforementioned members of the U.S. Congress, it should be clear that the notion a homogeneous phenotype needs to be discarded when someone's Black-ness comes under scrutiny.
