Noticing some trends here; seems as though the X Men and Fantastic Four have the best villains, with Spiderman a strong third. Aside from Ultron and Kang, the Avengers' rogues gallery hasn't been classically strong. And some of the individual heroes, like Hulk, Iron Man, Dr. Strange, and Captain America (save Red Skull) don't have particularly strong villains, either.
